For seven years, Functional Transit Winnipeg has been your advocate demanding frequent, affordable and accessible public transit. We have demanded action and the city has responded with the new Transit Master Plan which includes a frequent service network.
The proposed frequent service network is transformational for our city and will greatly improve transit for riders across Winnipeg. Building change means dedicated pressure toward improvement. It means holding decision-makers accountable and supporting positive change when it happens. The Transit Master Plan introduces change – many routes will be running differently than they were before and that includes routes you use. But the benefits are substantial:
- Routes will be straighter, meaning less meander-routes to your destinations
- Buses will arrive often and transfers will be convenient throughout the whole city
- The proposed primary and feeder network model means greater access to our city via public transit. The proposed plan is reported to nearly triple the amount of households within 500 meters of frequent transit service, from 21% to 58% of households.
That is why Functional Transit Winnipeg is proud to announce our support for the frequent service plan and have been urging Winnipeg city council to adopt the plan.

QUICK FACTS
- The Transit Master Plan is a real plan to help build a more sustainable and economically vibrant Winnipeg.
- This frequent service plan reflects the recommendations of Functional Transit Winnipeg and best practices from jurisdictions across North America.
- A lot of public consultation went into this plan, and the time for action is now. We can’t afford to delay change any longer.
- Critics tend to focus on the total cost of the plan. But, the total cost of the plan is less than $50 million a year, and the federal government is offering municipalities record funding for projects just like this.
- The reality is this is a small price tag for a better transit system that will make our city more fiscally and environmentally sustainable. It will increase ridership and take cars off the roads, reducing wear and tear on expensive infrastructure.
- The proposed primary and feeder network model means greater access to our city via public transit. And with a modest $20.4 million investment, the Plan says we can nearly triple the amount of households within 500 meters of frequent transit service, from 21% to 58%.
- Moreover, we can implement this plan to include weekend service with a modest increase to operations funding (12%). Frequency on weekends is essential for ensuring riders can count on public transit to get them where they want to go, when they want to get there. Convenience is also key to increasing ridership and reducing traffic.
- Years of consultation and research went into this plan. It is fiscally responsible, based on best practices, and reflects what riders want.
- City council has an opportunity to make a decision that will benefit Winnipeggers now and future generations by supporting this plan.
